On Monday, 13 January 1964, after months of negotiation, a public accommodations ordinance was to come before the Chapel Hill Board of Aldermen for a vote. Groups on both sides of the issue prepared for the meeting. On Sunday the 12th, a group of 170 met in Durham, heard speeches from CORE's National Director James Farmer, author John Knowles, and others, then marched three hours in the freezing rain from Durham to Chapel Hill.
