Abstract L. H. (Lawrence H.) Fountain (1913-2002) of Edgecombe County, N.C., served as a United States representative from 1953-1982 in North Carolina's Second District. The collection contains the professional papers of Fountain and include general correspondence; subject, legislative, committee, and district files; and speeches, newsletters, and radio broadcast scripts. The papers contain extensive information on social and economic conditions in North Carolina, including integration in the state's public schools. They also document Fountain's leadership of the Intergovernmental Relations Subcommittee of the House Government Operations Committee, which Fountain chaired from 1955 to 1982, and examined waste, inefficiency, and corruption in federal agencies, including material related to the Food and Drug Administration. Fountain's work on the Foreign Affairs Committee and related subcommittees is also documented. A significant portion of the collection is the subject and legislative files which document numerous topics and highlight prominent issues at local, national, and international levels during Fountain's career in Congress.

Lawrence H. Fountain (1913-2002) of Edgecombe County, N.C., served as a United States representative from 1953-1982 in North Carolina's Second District. During Fountain's tenure, the district straddled the state's northern coastal plain and piedmont and included at one time or another sixteen different counties. For most of Fountain's congressional career, he served on the Government Operations Committee and the Foreign Affairs Committee, where he also served as chairman of the Near East Subcommittee during the 1960s. In 1967 he was a delegate to the United Nations General Assembly, and participated in the Security Council's deliberations on the Israel-Arab War, 1967. Fountain was also the chairman of the Intergovernmental Relations Subcommittee of the Government Operations Committee from 1955-1982. On this committee he led investigations of waste, inefficiency, and corruption in various federal agencies, particularly the Food and Drug Administration. In 1959 he assisted in the establishment of the Advisory Commission on Intergovernmental Relations, which investigates and makes policy recommendations on various federal, state, and local government issues. In the mid-1970s he initiated legislation that established inspectors general for each of the executive departments.

The papers on the Intergovernmental Relations Subcommittee of the Government Operations Committee contain material related to hearings and investigations of the activities of various government agencies. The subcommittee's name changes to the Intergovernmental Relations and Human Resources Subcommittee in 1975. The papers consist of general files for each two-year Congress, and the papers of specific hearings, which include background material, testimony transcripts, and published reports.

Papers relating to personal problems or inquiries of constituents for whom Fountain's office interceded with some federal agency or department. The papers are representative samples, and for the general casework papers, only material from every fifth year has been retained. The sample of military, employment, social security, social services, and veterans papers is every tenth individual.
