Abstract The Southern Growth Policies Board (SGPB), established in 1971, is a public research agency governed and supported by the state governments of the southern United States, which analyzes information and makes policy recommendations to promote sound economic development of the region. Its offices are located in Research Triangle Park, N.C. Records include the SGPB's organizational files, including administrative, financial, and business papers; records on the administration and performance of grants and special projects; records on the administration and activities of adjunct organizations; copies of SGPB's major publications; subject files on individual states, internal committees, outside organizations, and miscellaneous topics; and other materials, mostly nonprint. The records cover a wide variety of topics, including growth management, natural resources, vocational education, urban and rural growth, transportation, international trade opportunities, and technological advancement in the South. The Southern Growth Policies Board (SGPB), established in 1971, is a public research agency governed and supported by he state governments of the southern United States. The Board analyzes information and makes policy recommendations to promote the sound economic development of the South.

The Southern Growth Policies Agreement, adopted by the legislatures in the region, is the legal means of cooperation for the member states. SGPB works with state and local governments, universities, research agencies, and a wide range of civic organizations concerned with shaping public policies and the development of ways to promote sound urban and rural growth. Duke University served as the fiscal agent for the Board upon its inception.

Board membership consists of five persons from each member state: the governor, a state senator and a state representative appointed by the heads of their respective legislative houses, and two leading citizens appointed by the governor. Members include Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, and Virginia. The Commonwealth of Puerto Rico is also a member. SGPB also has an associate member program aimed at fostering cooperation between the public and private sectors in reaching economic goals in the region. Associate members include corporations, nonprofit organizations, and educational institutions.

SGPB sponsors meetings and conferences that focus on issues of special significance to the southern region. It also researches and publishes background papers and newsletters one merging economic issues, education and training, state and local government capacity, growth and environmental management, international economic problems and opportunities, and technology.

SGPB maintains offices in the Research Triangle Park in central North Carolina. Until 1982 it also maintained an office in Washington, D.C.(Adapted from information in various SGPB publications.)

This collection provides opportunities for research on southern economic development. Information appears on a variety of topics, including the availability of natural resources; vocational education and training; the role of state and local governments, business, and civic organizations in development and planning; growth and environmental management; international economic problems and opportunities; and the application of technology to southern agriculture and southern industry.

The bulk of the records consist of the organizational records of the Southern Growth Policies Board of Research Triangle Park, N.C., during the 1970s and 1980s. The remainder are records kept for this period on projects carried out under various research grants; records kept on adjunct organizations; subject files maintained on individual member states, related organizations, and miscellaneous topics; copies of SGPB publications; and nonprint materials.

The organizational files are useful for gaining an understanding of the origins, mission, finances, leadership, administration, and varied activities of the SGPB. Among the record types available are correspondence; memoranda; bylaws; speeches; meeting minutes; clippings; mailing lists; promotional materials; research proposals and reports; surveys and other research data; conference materials; subject files; personnel files; and budgets, contracts, and invoices. Considerable information appears on education, income and poverty, rural economies, coastal development, growth management, international trade, technological development, and federal spending.

Specific grant projects carried out by the SGPB are documented in Series 2. This series contains records pertaining primarily to the administration of grants received by the SGPB and to special grant-funded projects undertaken by the staff and affiliated scholars. The SGPB received monies from a variety of federally and privately funded agencies to conduct research on the Southern economy, regional growth trends, children's welfare, urban growth and transportation, cultural arts, coastal development, and international trade. Record types available are grant proposals and background materials; reports; survey responses and other research data; correspondence; case studies; land-use plans; and financial and business materials such as accounts, invoices, and contracts.

Records in Series 3, Adjunct Organizations, appear in three subseries. Records of the Commission on the Future of the South, an advisory body to the SGPB, comprise correspondence, reports, press releases, clippings, policy statements, and subject files maintained by individual committees within the Commission. Papers of the Southern Federation of State Arts Agencies, an independent cultural arts association for which the SGPB served as fiscal agent, include financial and business records such as contracts, banking statements, income and expenditure statements, and personnel records, and other office files containing correspondence, brochures, proposals, and meeting minutes. The bulk of the records for the Southern Technology Council, an SGPB offshoot organization, are the files of its director, and consist of correspondence, memoranda, meeting minutes, speeches, reports, notes and background information on grant applications, and copies of the Council's publications.

The SGPB produced a large number of serial and one-time publications, which appear in Series 4. Serial publications include the SGPB's newsletter, Problems and Promise. Proceedings, monographs, general publications, research reports, press releases, and other papers appear on topics such as growth and environmental management, vocational education, technologies, international economic issues, state welfare issues, natural resources, local and state growth, industry, and federal economic policy. Also included are SGPB annual reports and a number of draft materials for reports.

Subject files appear in Series 5. State files include general correspondence of SGPB officials with southern governors and others; background documents; demographic data; and publications on the individual states. Files on the Coastal Plains Regional Commission contain information on its history and activities, and include correspondence, memoranda, meeting minutes, background documents, reports, resolutions, and clippings. Files on the Southern Governors Association are mostly informational packets from committee meetings. Other records are correspondence, memoranda, and reports. Records of the SGPB's Local Governments Advisory Committee are mostly the correspondence of SGPB officers, minutes, resolutions, meeting presentations, and informational packets. Additional subject files cover southern agriculture, the federal budget and federal legislation, and community development block grants. Materials include correspondence, issue papers, working papers, and federal guidelines and handbooks.

Appearing in the final series, Series 6, are mostly nonprint items. Included are reel-to-reel and cassette audio tapes, computer tapes; films; 35-mm slides in carousels; 1/2-inch video tape cassettes; and black and white photographic prints and negatives. Most of these items pertain to SGPB meetings and presentations on various subjects given by SGPB members.

Note that additions received after 1991 have not been integrated into the original deposits. Researchers are advised to review materials in these additions for items of interest.
