Abstract The World Association for Public Opinion Research (WAPOR) was founded in 1947 with the objective of providing a worldwide meeting ground for those working in survey research, with particular emphasis on uniting those working in academic settings with those doing similar work in the private sector. The collection includes office files, beginning around 1947, including the records of WAPOR's officers; records of the electoral, membership, publications, and other committees; general organizational materials, including historical files and information about elections, meetings, and membership; publication files, including materials relating to WAPOR newsletters and brochures and to the publications of other survey research organizations; information on congresses WAPOR holds in conjunction with ESOMAR (the European Society for Opinion and Market Research), the American Association for Public Opinion Research (AAPOR), and other public opinion research organizations; materials relating to affiliated organizations, including ESOMAR and the International Social Science Council (ISSC); and information relating to other, less closely allied survey research organizations. Some of the files, particularly those from WAPOR's secretariat, are in Dutch, French, and German, but the predominant language is English. The World Association for Public Opinion Research (WAPOR) is a professional association of individuals, rather than organizations or institutions. The purpose of WAPOR is to establish a worldwide meeting ground for those working in the area of survey research. Through its activities, WAPOR unites the world of survey research within the universities and the world of survey research within private organizations--two worlds that are often strictly separated. It is the express goal of WAPOR to bridge the gap existing between practitioners of social research in commercial institutes and theoreticians of academe. In particular, WAPOR seeks the membership of those social scientists who have professional experience in both academics and the commissioned research of privately owned business organizations.

WAPOR was founded in Williamstown, Mass., in 1947. Jean Stoetzel was its first elected president. In 1948, the Association had 129 members. In the early 1990s, the number of formal members was around 550 distributed throughout the world in 57 countries.

WAPOR is governed by an Executive Council elected by the membership in an international mail ballot. The Council consists of three officers: president, vice-president, and secretary-treasurer; heads of the four standing committees: membership, publications, electoral, and Unesco liaison; and two members-at-large. Management of the Association is handled by the WAPOR secretariat.

From the beginning, WAPOR sponsored annual conferences that alternated between Europe and the United States. In even years, WAPOR met jointly with the American Association for Public Opinion Research (AAPOR) in the United States. In odd years, it met with the ESOMAR (European Society for Opinion and Market Research) in Europe. In recent years, WAPOR has increasingly joined other international associations in organizing conferences. This arrangement permits WAPOR members to meet with academic, commercial, and government researchers from the main centers of survey research on both sides of the Atlantic.

This series contains the files from the Office of the President. The presidency of WAPOR is a volunteer position of two years duration. Until 1988, the president changed on 1 September in years ending in an even digit; now, the office changes hands on 1 January. Since WAPOR was founded, twenty-one individuals have held the presidency. No records are currently available for nine of those presidents: Jean Stoetzel (1947-1949); James White (1949); John Maloney (1950-1952); Mark Abrams (1958-1960); Leo Bogart (1964-1966); Eric da Costa (1966-1968); Adri Bakkar (1968-1970); Juan J. Linz (1974-1976); and Irving Crespi (1976-1978).

These records include presidential correspondence, reports, and speeches. Letters and reports date from 1952, just after the association was organized, to 1988. Active files are held by the secretariat.

The secretary-treasurer of WAPOR manages the Association. The most important tasks of this office are to organize annual congresses and conferences and to maintain financial records of the organization. In 1973, the secretary's job became a paid position--the only paid position in the organization. In 1988, Val Lauder, who transported WAPOR records to the University of North Carolina at Chapel Hill, filled the position of general secretary.

WAPOR has had twelve secretary-treasurers since it was founded. No records are currently available for five of them: S. Dodd (1946-1955); H. Dinerman (1957-1959); H. Riffault (1959-1965); Richard Maisel (1965-1967); and Philip Hastings (1969-1971).

The secretary-treasurer's records consist chiefly of correspondence and financial reports.

There are four WAPOR four standing committees: Electoral, Membership, Publications, and Unesco Liaison. The committees are responsible for managing elections, soliciting new membership, publishing WAPOR's quarterly newsletter and brochures, and coordinating affairs with Unesco. The WAPOR secretary-treasurer, however, actually manages all administrative aspects of elections, membership activities, publications, and Unesco liaison duties.

Like other WAPOR officials, committee heads are elected every two years to a volunteer position. One of the most important functions committee heads serve is to participate in WAPOR's annual business meeting (see Subseries 4.2). These files contain correspondence of committee heads as well as committee reports. Committees describe their activities in committee reports that are published in WAPOR newsletters (see Subseries 5.1.1).

During WAPOR's joint congresses that alternate annually with ESOMAR and AAPOR, the organization holds its annual business meeting. Any WAPOR member can attend these meetings. At the 1981 Annual Business Meeting, WAPOR established an annual award in memory of the scientific achievement of Helen Dinerman. The prize is given every year to honor a person who has made an important contribution to the development of methodology in survey research. Each recipient receives a $500 per year stipend for a period of five years.
