Abstract William O. McCoy was chief administrative officer of the University of North Carolina at Chapel Hill from 12 April to 1 June 1999 and from 9 July 1999 through 15 August 2000. During the period 12 April to 1 June 1999, McCoy served as the university's acting chancellor while Chancellor Michael Hooker took a medical leave to undergo treatment for non-Hodgkin's lymphoma. Hooker succumbed to cancer on 29 June 1999, and on July 9 the UNC Board of Governors named McCoy interim chancellor. William O. McCoy was chief administrative officer of the University of North Carolina at Chapel Hill from 12 April to 1 June 1999 and from 9 July 1999 through 15 August 2000. During the period 12 April to 1 June 1999, McCoy served as the university's acting chancellor while Chancellor Michael Hooker took a medical leave to undergo treatment for non-Hodgkin's lymphoma. Hooker succumbed to cancer on 29 June 1999, and on 9 July the University of North Carolina Board of Governors named McCoy interim chancellor. McCoy served in this capacity until 15 August 2000, when James Moeser was appointed chancellor.

Born in Snow Hill, N.C., William McCoy attended the University of North Carolina at Chapel Hill on an academic scholarship. As a student, he enrolled in the Naval R.O.T.C. program and was inducted into Phi Beta Kappa. After graduating in 1955 with a B.S. in Business Administration, McCoy served in the United States Marine Corps as a helicopter pilot. He then went on to earn an M.B.A. from the Massachusetts Institute of Technology, where he was a Sloan Fellow. Next, McCoy began his business career with Southern Bell, where he eventually reached the position of president of BellSouth Enterprises, Inc. in 1986. Upon retirement from BellSouth in 1995, he became Vice President for Finance of the sixteen-campus University of North Carolina System. He retired from that position in January 1999; and scarcely three months later, President Molly Broad called on him to assume the duties of acting chancellor. Also in the spring of 1999, he was inducted into the Order of the Golden Fleece, the University at Chapel Hill's oldest and highest honorary organization.

McCoy continued Chancellor Hooker's initiatives in information technology, public service, outreach, race relations, and improvement of the intellectual climate. He also took measures to improve the university's budget management. Notable during his short administration were the efforts of the university to assist the citizens of eastern North Carolina who had been affected by Hurricane Floyd in the fall of 1999. The launching of the Robertson Scholars Program, a cooperative program with Duke University, was another important event as was the adoption of a trademark licensing code requiring licensees to disclose the locations of their facilities and to pay workers a living wage.

Files in this series relate to the offices that comprise the Division of Finance and Administration and to their functions, which include the handling of the university's budget, business operations, facilities planning and maintenance, personnel management, security, and related matters. Effective 1 May 1999, the Office of Institutional Research and the Office of the University Registrar, which had previously reported to the Provost, were assigned to the Vice Chancellor for Finance and Administration. The registrar's office was administratively attached to the Office of Institutional Research. These changes were intended to improve the university's collection, management, and analysis of data for internal decision-making.

Arrangement: Files are arranged as they were received from the chancellor's office, and for the most part, the original filenames have been retained.

The files in Series 1-12, above, represent the initial accession of Chancellor McCoy's records. With the Addition of December 2011, processing staff discontinued the practice of dividing the chancellor's files into twelve series based on their relationship to university functions and/or administrative divisions. Most of the files in this addition are related to the overall administration of the university and its programs and initiatives. There are also a few files related to the university's intercollegiate athletics program, including the women's basketball and soccer programs.
